Council Members
The Council is the coordinating entity responsible for administration of community and technical college education in the state. The Council has jurisdiction and authority over the community and technical colleges and the system as a whole, including educational programs.
Thirteen members serve on the Council, including Governor appointees representing community and technical college districts, and representatives of the West Virginia Workforce Investment Council, West Virginia Development Office, West Virginia AFL-CIO, Higher Education Policy Commission, and West Virginia Department of Education.

Clinton Burch
Member
Clinton C. Burch has worked diligently throughout his career to be a champion for West Virginia students and adults, ensuring they are empowered to develop the skills necessary to be successful in a future career. Clinton currently serves as the Senior Officer of Technical & Adult Education at the West Virginia Department of Education. Prior to this role, he served as Executive Director of the Office of Advanced Career Education. Clinton is a United States Air Force veteran, serving in Operation Southern Watch and Desert Focus, after the Khobar Towers bombings in Saudi Arabia. After returning from service, Clinton attended Marshall University, earning both his Bachelor’s and Master’s Degrees in education. Clinton has dedicated his career to educating West Virginia students, serving as a classroom teacher, gifted education teacher, assistant high school principal, career and technical administrator, and assistant superintendent. Throughout his career, Clinton has authored national articles and has served on various committees to be the voice for students and adults throughout West Virginia.

Andrew A. "Drew" Payne III
Member
Andrew Payne has worked in the financial industry for the past 30 years. He attended public school in Charleston and graduated from George Washington High School in 1976. He received his bachelor's degree in economics in 1980 from Hampden Sydney College, and his M.B.A. from George Washington University in 1985. Payne was a member of the Board of Governors at West Virginia University for nine years, serving three years as vice chair and two years as chair.
