Governance
Council Members
The Council is the coordinating entity responsible for administration of community and technical college education in the state. The Council has jurisdiction and authority over the community and technical colleges and the system as a whole, including educational programs.
Thirteen members serve on the Council, including Governor appointees representing community and technical college districts, and representatives of the West Virginia Workforce Investment Council, West Virginia Development Office, West Virginia AFL-CIO, Higher Education Policy Commission, and West Virginia Department of Education.

Christina Cameron
Chair
Christina Cameron of Charleston, West Virginia, is a Government Relations Professional with over 20 years of experience in legislative and administrative lobbying for diverse client groups, corporations and business trade associations in West Virginia. Ms. Cameron has served on various boards and committees and is involved in, among other efforts, fund raising and new business and industry development. She is part owner in 30 in-state businesses employing 130 West Virginians. Ms. Cameron holds an Associates Degree in Communications from West Virginia State College.

Steve Roberts
Secretary
Steve Roberts resides in Follansbee, West Virginia and is the Marketing Manager for Eagle Manufacturing. His responsibilities at Eagle include market analysis, marketing strategy development and implementation, sales agency management, strategic customer account management, new product development and energy procurement. Mr. Roberts has also been an active contributor to the WVMA’s Ethane Development Conference and the State Curriculum Advisory Board for Career and Technical Education. Previously, he had a distinguished 20 year career with Bayer Material Science (formerly Mobay) and its spinoff LANXESS Corporation. During his last four years at LANXESS Steve held the position of Head of Olefins and Energy Procurement for North America. Mr. Roberts graduated with a Master of Business Administration from Wheeling Jesuit University and also holds a Bachelor of Science in Marketing from Wheeling Jesuit University.

William (Bill) Baker
Member
William H. (Bill) Baker of Daniels, West Virginia, has a wide and varied background in public education, from teaching to county superintendent and has received several awards for his educational excellence. Mr. Baker served three years in the United States Army as a member of the Army Security Agency and holds a Bachelors Degree from Concord University, a Masters Degree from West Virginia University and has completed post graduate work at both Ohio University and West Virginia University. Mr. Baker currently serves as Executive Director of the Jobs Foundation, President of New River Gorge Regional Development Authority, President of Forward Southern West Virginia, President of Beckley-Raleigh County Convention Center, and President of Beckley-Raleigh County Transportation Authority and various other boards.

Kenneth Boggs
Member
Ken Boggs is a resident of Keyser, WV and Vice President of Strategy and Operations at N3. Ken is a retired Army colonel and Airborne Ranger, serving over 20 years in the military with 4 combat deployments to Afghanistan, 1 to Iraq and 1 rotation in Bosnia. While in the military, Ken commanded combat units through the Brigade level, in particular he commanded the largest Engineer battalion in the Army during a year-long deployment to Afghanistan. Ken also served as the Executive Officer of an Infantry battalion in the 82nd Airborne Division during the Iraq surge in 2006-2007. He has experience with developing curriculum and instructing students, as he was the Chief of Tactics for the US Army Engineer School. Ken’s military awards include the Ranger and Jumpmaster Tabs, the Legion of Merit and Bronze Star, and the Soldier’s Medal, which is the highest military decoration awarded in peacetime. He serves on the board for the Salvation Army as well as membership on the Governor’s Veterans Council. Ken has undergraduate degrees from Miami University in Oxford, Ohio and a Master’s degree from the University of Missouri.

Tracy Miller
Member
Tracy Miller is President of the Mid-Atlantic Aerospace Complex. She has an undergraduate degree from West Virginia University and master’s from Marshall University in educational administration. She worked as an educator in Charleston South Carolina and moved back to West Virginia to begin her career in economic development. She began at the WV Development Office as a training program manager and later as a marketing representative. Tracy moved to north central West Virginia in 2004 and accepted her current position where she markets and promotes the aerospace industry sector in West Virginia.
Tracy is an alumnus of the West Virginia Leadership program, serves on numerous boards, is active in the community and is passionate about promoting West Virginia. She was selected by West Virginia Living Magazine as a West Virginia Wonder Woman.
Tracy is married and has 3 bonus college-age children. She currently resides in Bridgeport, West Virginia.

Harry Keith White
Member
Harry Keith White is a businessman. He was born in Huntington, West Virginia, and earned a B.B.A. from Marshall University. He has a wife, Phyllis Riffe. He is a member of the Disabled American Veterans, Veterans of Foreign Wars, American Legion, BPOE, L.O.O.M., Kiwanis, Mason, Scottish Rite, 32nd Degree Shriner, ROJ, and Chairman, West Virginia Bankers Association, 2004-06. He is the recipient of the 2006 Mingo County Democrat of the Year Award and the WV Bankers Association Banker of the Year, 2010. He was appointed to the House of Delegates on September 11, 1992, and then elected to the House in 1992. He has been elected to the House of Delegates since 1996. Holding the positions of Vice Chair, Committee on Banking, 75th Legislature; Chairman, Committee on Insurance, 76th and 77th Legislatures; Chairman, Committee on Finance, 78th, 79th, 80th and 81st Legislatures; Majority Leader, June 2013-2015. He also has served as a former member of the Gilbert Town Council. He was a Lieutenant in the U.S. Navy and a Combat Pilot in Vietnam, who was awarded two Distinguished Flying Crosses for heroism. He is a Presbyterian.
