Governance
Council Members
The Council is the coordinating entity responsible for administration of community and technical college education in the state. The Council has jurisdiction and authority over the community and technical colleges and the system as a whole, including educational programs.
Thirteen members serve on the Council, including Governor appointees representing community and technical college districts, and representatives of the West Virginia Workforce Investment Council, West Virginia Development Office, West Virginia AFL-CIO, Higher Education Policy Commission, and West Virginia Department of Education.

Christina Cameron
Chair
Christina Cameron of Charleston, West Virginia, is a Government Relations Professional with over 20 years of experience in legislative and administrative lobbying for diverse client groups, corporations and business trade associations in West Virginia. Ms. Cameron has served on various boards and committees and is involved in, among other efforts, fund raising and new business and industry development. She is part owner in 30 in-state businesses employing 130 West Virginians. Ms. Cameron holds an Associates Degree in Communications from West Virginia State College.

Steve Roberts
Vice Chairman
Steve Roberts resides in Wellsburg, West Virginia, with his wife Kristine. He serves as Vice-Chair
of the West Virginia Council for Community and Technical College Education. He currently
works as a Business Coach for the West Virginia Small Business Development Center (WVSBDC),
part of the West Virginia Department of Economic Development. Prior to joining the WVSBDC
Mr. Roberts spent 30 years in manufacturing serving in a variety of roles with domestic, NAFTA
region, and global management responsibilities. Those roles included a global Sales Director
position for Eagle Manufacturing, a Head of North American Olefins and Energy Procurement
for LANXESS Corporation (formerly Bayer), and a Capital Project Procurement leadership role
with Bayer Corporation (now Covestro). Mr. Roberts also serves on the board of the Ohio
Valley Business Alliance Corporation and has previously held an executive board position with
the Ohio River Valley Council of the Boy Scouts of America, and a board position with the
United Way of the Upper Ohio Valley. Mr. Roberts graduated with a Master of Business
Administration from Wheeling University and also holds a Bachelor of Science in Marketing
from Wheeling University.

Tracy Miller
Secretary
Tracy Miller is President of the Mid-Atlantic Aerospace Complex. She has an undergraduate degree from West Virginia University and master’s from Marshall University in educational administration. She worked as an educator in Charleston South Carolina and moved back to West Virginia to begin her career in economic development. She began at the WV Development Office as a training program manager and later as a marketing representative. Tracy moved to north central West Virginia in 2004 and accepted her current position where she markets and promotes the aerospace industry sector in West Virginia.
Tracy is an alumnus of the West Virginia Leadership program, serves on numerous boards, is active in the community and is passionate about promoting West Virginia. She was selected by West Virginia Living Magazine as a West Virginia Wonder Woman.
Tracy is married and has 3 bonus college-age children. She currently resides in Bridgeport, West Virginia.

William (Bill) Baker
Member
William H. (Bill) Baker of Daniels, West Virginia, has a wide and varied background in public education, from teaching to county superintendent and has received several awards for his educational excellence. Mr. Baker served three years in the United States Army as a member of the Army Security Agency and holds a Bachelors Degree from Concord University, a Masters Degree from West Virginia University and has completed post graduate work at both Ohio University and West Virginia University. Mr. Baker currently serves as Executive Director of the Jobs Foundation, President of New River Gorge Regional Development Authority, President of Forward Southern West Virginia, President of Beckley-Raleigh County Convention Center, and President of Beckley-Raleigh County Transportation Authority and various other boards.

Robert L. Brown
Member
Bob Brown who is employed in the Office of the President for the American Federation of Teachers, resides in Charleston, WV. Mr. Brown is Senior Vice President of the WV AFL-CIO; Board; a member of the West Virginia Higher Education Policy Commission; a member of the WV Workforce Investment Council; a member of the Teachers Retirement System Committee of the WV Investment Management Board; a Commissioner for the Malden Public Service District; and serves as a Treasurer of Reconnecting McDowell, Inc. Bob Brown is a Marine Corps veteran of the Viet Nam war and was educated in Kanawha County public schools, West Virginia Institute of Technology, and West Virginia University.

Clinton Burch
Member
Clinton C. Burch has worked diligently throughout his career to be a champion for West Virginia students and adults, ensuring they are empowered to develop the skills necessary to be successful in a future career. Clinton currently serves as the Senior Officer of Technical & Adult Education at the West Virginia Department of Education. Prior to this role, he served as Executive Director of the Office of Advanced Career Education. Clinton is a United States Air Force veteran, serving in Operation Southern Watch and Desert Focus, after the Khobar Towers bombings in Saudi Arabia. After returning from service, Clinton attended Marshall University, earning both his Bachelor’s and Master’s Degrees in education. Clinton has dedicated his career to educating West Virginia students, serving as a classroom teacher, gifted education teacher, assistant high school principal, career and technical administrator, and assistant superintendent. Throughout his career, Clinton has authored national articles and has served on various committees to be the voice for students and adults throughout West Virginia.

Mike Graney
Member
Executive Director of the West Virginia Development Office, Michael Graney earned his MBA from the University of Virginia Darden Graduate School of Business in 1990.
Since then, he has spent much of his professional career in executive or co-founder positions with companies related to the petroleum industry.
From 2015 to 2017, Graney served as director of a leading wholesale distributor of motor fuels and owner of real estate used in the retail distribution of motor fuels. From 1991 to 2015, he was president of One Stop, a chain of convenience stores based in West Virginia.
He has been a member of numerous oil industry professional organizations and a committee member on the Governor’s Natural Gas Vehicle Task Force.
Graney has also been active in community and civic service groups, including the YMCA of the Kanawha Valley, Boy Scouts of America Buckskin Council and Charleston Area Medical Center Foundation. He is the current chairman of the board for the Clay Center for the Arts and Sciences.

Andrew A. "Drew" Payne III
Member
Andrew Payne has worked in the financial industry for the past 30 years. He attended public school in Charleston and graduated from George Washington High School in 1976. He received his bachelor's degree in economics in 1980 from Hampden Sydney College, and his M.B.A. from George Washington University in 1985. Payne was a member of the Board of Governors at West Virginia University for nine years, serving three years as vice chair and two years as chair.

Harry Keith White
Member
Harry Keith White is a businessman. He was born in Huntington, West Virginia, and earned a B.B.A. from Marshall University. He has a wife, Phyllis Riffe. He is a member of the Disabled American Veterans, Veterans of Foreign Wars, American Legion, BPOE, L.O.O.M., Kiwanis, Mason, Scottish Rite, 32nd Degree Shriner, ROJ, and Chairman, West Virginia Bankers Association, 2004-06. He is the recipient of the 2006 Mingo County Democrat of the Year Award and the WV Bankers Association Banker of the Year, 2010. He was appointed to the House of Delegates on September 11, 1992, and then elected to the House in 1992. He has been elected to the House of Delegates since 1996. Holding the positions of Vice Chair, Committee on Banking, 75th Legislature; Chairman, Committee on Insurance, 76th and 77th Legislatures; Chairman, Committee on Finance, 78th, 79th, 80th and 81st Legislatures; Majority Leader, June 2013-2015. He also has served as a former member of the Gilbert Town Council. He was a Lieutenant in the U.S. Navy and a Combat Pilot in Vietnam, who was awarded two Distinguished Flying Crosses for heroism. He is a Presbyterian.

Traci L. Nelson

Traci Nelson began her career July of 1995 with the West Virginia Petroleum Marketers (WVPMA) and West Virginia Association of Convenience Stores (WVACS) as administrative assistant. On January 1, 1996, the WV Retail Grocers merged with the two previous groups and created the WV Oil Marketers and Grocers Association, Inc. (OMEGA WV). Nelson continued in that role as OMEGA took over management of the West Virginia Trucking Association (WVTA) in 2006, the West Virginia Wholesalers Association (WVWA) in 2013 and the Big I West Virginia in 2014. In 2017, after the death of her predecessor, Nelson was named president of OMEGA and WVTA, Executive Director of the WVWA and CEO of BIWV. Since that time, Nelson has overseen the expansion of the management company to include lobbying services provided to various organizations. In addition to providing membership services to OMEGA members and management and lobbying services to several organizations, Nelson oversees several annual campaigns to raise money for the Children’s Home Society of West Virginia, Make-A-Wish and OMEGA and WVWA sponsored scholarships programs.
